I think this dress entirely too cute; it's not too short, and it's modest enough. I love how colorful the dress is, mostly because it's impossible to miss and you don't want to look away. It has somewhat of a vintage touch to it, and the the dark blue background on the material of the dress really brings out the light and colorful flowers printed all over it.
This dress is best worn in the summer time, especially when going on a date on a cool night. It could also be worn in the spring time as an Easter dress. Any kind of silver jewelry (such as necklaces, bracelets, etc.) would blend well with this outfit while the sparkle of the jewelry draws even more attention to your outfit.
